Yesterday I was about to buy a $23.50 10W solar panel from a NSW seller, postage was listed as being free.
Just before I clicked on the "Pay Pall" button, which confirms the sale, I noticed the total was now $33.50 with an additional $10 for postage.
Long story cut short: It seems, in Victoria, delivery to anywhere outside the Melbourne area attracts the extra $10 and I assume the same applies to other states/capitals. I contacted the seller and asked, they replied the additional cost was applied to non metro deliveries.
Next: I made a complaint to eBay for this listing, Their AI complaints handling software has just informed me the listing is fine and does not breach their rules or, as a human might have put it, "Get knotted Harding."
*Nowhere* on that listing does it indicate extra postage for country areas, indeed it specifically states that free postage applies to "Australia" and I don't believe Victoria has seceded yet.
Moral: Check *very* carefully that the payment total is what you expect it to be before that final click, it's very easy just to "click through" these screens.
Result: I bought an identical panel from another supplier for $27.90 with proper free postage.

Surprising. The Paypal payment system is automatically linked to eBay. So there was something on the listing that generated the postage charge. When I look at listings on eBay I believe it takes my location into account when determing postage. Are you near the NSW border where the system could have determined you were in NSW?
But I buy very little on eBay now, mainly because misleading listings are so common, so many "local" sellers are actually in China or Hong Kong, as well as things like what you describe.

Because I am a nomad, unsurprisingly, I travel around and have most of my mail sent to local post offices but I tried a number of address combinations and unless the delivery address was Melbourne(ish) it wanted an extra $10. I've just checked it again - 30-7-24 - and it does the same.

Yes, with the link I see the point. For me in NSW is says "Free Standard Parcel Delivery". When I check Details I can see my postcode is pre-populated and it is still free. I tried 3001 for Melbourne and it's still free. But put in a Victorian regional postcode and it becomes $10.
As you say, something to watch for. I believe it is not the seller's fault but the eBay system. Presumably that is widespread and if so, probably against our retailing guidelines.

I believe it is not the seller's fault but the eBay system. I'm not so sure, the panel I have now purchased is being delivered to the same regional Vic address but did not attract a $10 surcharge. I think I'll refer this to the ACCC - surely it can't be permissible for a sale to proclaim free postage and then charge for it. Edit: Complaint made to ACCC.
